Treatment depends upon the nature of the problem, its cause etc. Without evaluating the problem no answer can be given.

It appears that you have phimosis and may need circumcission before marriage. Consult an andrologist who will do a physical examination and advise accordingly. A semen analysis can reveal whether your semen is abnormal.
